The NCA allows the Minister of the Department of Trade, Industry and Competition (DTIC) to prescribe codes of conduct for credit providers.
The NCR are able to make recommendations to the DTIC on what those codes might contain. The NCR have in the past also issued a voluntary code of conduct for debt counsellors.
At present, the NCR is gathering comments on proposed codes of conduct with a mind to discussing them at the Credit Industry Forum (CIF) and then making a recommendation to the DTIC.
The NCR have called on stakeholders to comment on the codes and make proposals on the topic.
All interested industry stakeholders or parties are invited to participate in this process by submitting written comments to COC@ncr.org.za by the 12th of August 2026.
Note: It is unclear if the DTIC would go so far as to prescribe a code of conduct for Debt Counsellors as this is outside the scope of the NCA wording but the NR may decide to issue a guideline (or non-binding opinion) separately for Debt Counsellors as they have tried to do in the past.
